Labour ComplianceThe Government of Uttar Pradesh on August 12, 2026, notified the Uttar Pradesh Code on Wages Rules, 2026, after considering objections and suggestions received on the draft rules published on March 10, 2026. The Rules have been framed under Section 67(1) of the Code on Wages, 2019 and supersede the Uttar Pradesh Payment of Wages Rules, 1936, Uttar Pradesh Minimum Wages Rules, 1952 and Uttar Pradesh Code on Wages Rules, 2021, subject to savings for actions already taken.

The Rules apply throughout Uttar Pradesh and prescribe the framework for implementation of the Code on Wages, including determination and calculation of minimum wages. Minimum wages are to be fixed on a daily basis, with hourly and monthly rates derived from the daily rate. The criteria for fixing minimum wages include the standard working-class family, calorie requirements, clothing, housing rent, fuel/electricity and miscellaneous expenditure, as well as education, medical and other contingencies. The State Government will also consider geographical area, experience and skill levels while determining minimum wage rates.

The Rules further provide for a technical committee to advise the State Government on skill categorisation, arduousness of work, hazardous occupations/processes and underground work. The committee may recommend modifications to Schedule-A covering unskilled, semi-skilled, skilled and highly skilled occupations. The Rules come into force from the date of publication in the Official Gazette.
